Health Insurance Counseling (APPRISE) |
|

APPRISE (Medicare Health Insurance Counseling) is Pennsylvania’s State Health Insurance Assistance and Counseling Program for Medicare beneficiaries. The Pennsylvania Department of Aging created APPRISE to help Pennsylvanians with Medicare understand their health insurance options so that they can make informed decisions about what is best for them.
The APPRISE program is actively recruiting volunteer Counselors. Since 1991, our volunteers have been the backbone of APPRISE, providing counseling to Pennsylvania’s more than two million Medicare beneficiaries. Volunteers are the program’s most valuable resource. The program will always make sure you receive the training and support you need to be successful.
As an APPRISE Health Insurance Counselor you will have the opportunity to touch the lives of Medicare beneficiaries and make a difference that may save them time, money and maybe even their lives. You may save them time by answering a Medicare question in a way they understand. You may save them money by offering them information on other insurance options. You may save their life by helping them gain access to healthcare that they did not know they were entitled to.
Blair County is one of just 11 sites in Pennsylvania to answer phone calls through the APPRISE Tele-Center, a statewide hotline that is answered Monday through Friday by volunteer counselors at different sites each day. Blair Senior Services, Inc. answers Tele-Center phone calls every Thursday from 9:00 a.m. through 4:00 p.m. and volunteer counselors are needed to assist in this effort. Through the Tele-Center, volunteers answer health care insurance/coverage questions and serve as a vital referral network for Medicare beneficiaries to access their local Area Agency on Aging, County Assistance Office and other service related organizations.
Anyone from any background, of any age, can be an APPRISE Volunteer Counselor. All it takes is a willingness to learn and help others. If you would like to make an impact in your local community through this volunteer effort, please call 814- 946-1235.

Foster Grandparent Program |
|

For individuals 55 and older with an income no greater than 200% of the Federal Poverty Level, the Foster Grandparent program is a great way to get involved with youth in the community. Foster Grandparents serve in local organizations like pre-schools, schools, Head Start facilities and other childcare sites. Volunteers help children learn to read, assist with school work and learn life lessons. This program affords an opportunity to assist children in gaining the strong foundation that is critical to achieving future success.
Foster Grandparents are eligible for a tax-free stipend as well. All Foster Grandparent volunteers receive training and instruction prior to beginning their assignments.

Home Delivered Meals |
|
| |
Volunteer opportunities are available to persons interested in delivering meals to the homebound elderly. Volunteers are needed as drivers or as meal carriers. Assignments generally involve two hours a week, from 10:30 a.m. to 12:30 p.m. Delivery days are Monday, Wednesday, and Friday and routes include the general Altoona area and various rural areas of the county. Ombudsman |

An Ombudsman volunteer acts as an advocate for individuals in long-term care facilities. Ombudsman volunteers are trained to become more than just representatives of individuals in long-term care, they are trained to become sources of information, agents of improvement and confidential advocates for consumer rights.

Retired and Senior Volunteer Program |

The RSVP program offers persons age 55 and older the opportunity to share a lifetime of experience volunteering their skills to local non-profit organizations. You decide where you’d like to work, what skills you’d like to utilize, even how much you want to volunteer – in short, you decide where and when to put your skills to use!
Assignments include volunteering at food banks, hospitals, schools or even assisting low-income older individuals with tax preparation. With several dozen volunteer opportunities available, it just is not possible to mention all of them. For more information on this program, call 814-946-1235. |

Senior Companion Program |

The Senior Companion Program provides companionship for older, frail adults, adults with terminal illnesses or adults with disabilities who need assistance with household chores, transportation and who need a friendly person with whom they can socialize.
The Senior Companion Program provides volunteers to qualified agencies and organizations for the dual purpose of engaging persons 55 and older, with income no greater than 200% of the Federal Poverty Level, in volunteer service to meet critical community needs, and to provide a high-quality experience that will enrich the lives of the volunteers by helping others, all while earning a tax-free stipend.
The Senior Companion Program of Blair Senior Services, Inc. provides opportunities for healthy older individuals to render services to adults in Blair County, most of whom are also older, who may be homebound, without social network support, or who may be at risk for being institutionalized.
Many older adults just need the sensitive and compassionate attention of someone with whom they can relate.

VITA (Income Tax Assistance) |
|

The VITA program offers free tax preparation assistance to low-income persons, many of whom are older individuals, who cannot prepare their own returns and who cannot afford the expense of going to a paid preparer.
Certified volunteers receive training for both state and federal returns so that they can complete basic tax returns for those in need of this type of assistance. Trainings are held prior to the start of “tax season,” generally in January. The certification process follows so that the volunteers are ready for “tax season,” usually starting in early February and concluding just prior to the tax filing deadline in April.

Telephone Reassurance |
|
| |
Telephone Reassurance volunteers are assigned to call local older adults who are feeling isolated in their homes. Calls are made on a regular basis to provide companionship and to help assure the well-being of the recipient. |
